I. General provisions

An occupational health and safety engineer belongs to the category of specialists.

For the position:

an occupational safety and health engineer is appointed by a person who has a higher professional (technical) education without presenting work experience requirements or secondary professional (technical) education and work experience in the position of a category I technician for at least 3 years or other positions filled by specialists with secondary professional (technical) education for at least 5 years.;

 

occupational safety and health engineer of category II — a person with a higher professional (technical) education and work experience in the position of an occupational safety engineer or other engineering positions filled by specialists with higher professional education for at least 3 years;

Occupational safety and health engineer of category I is a person with a higher professional (technical) education and at least 3 years of work experience as an occupational safety engineer of category II.

Appointment to the position of an occupational safety engineer and dismissal from it is made by order of the director of the enterprise on the recommendation of the head of the occupational safety department.

An occupational safety engineer should know:

1. Legislative and regulatory legal acts, methodological materials on labor protection issues.

2. The main technological processes of production of the enterprise.

3. Methods of studying working conditions at workplaces.

4. Organization of work on labor protection.

5. A system of occupational safety standards.

6. Psychophysiological requirements for employees, based on the category of severity of work, restrictions on the use of labor by women, adolescents and other workers who have been transferred to light labor.

7. Features of the operation of the equipment used at the enterprise.

8. Rules and means for monitoring the compliance of the technical condition of the equipment with the requirements of safe operation.

9. Advanced domestic and foreign experience in labor protection.

10. Methods and forms of labor protection propaganda and information.

11. The procedure and deadlines for reporting on the implementation of labor protection measures.

12. Fundamentals of economics, labor organization and management.

13. Fundamentals of labor legislation.

14. Internal labor regulations.

The Occupational safety engineer reports directly to the head of the Occupational Safety Department.

During the absence of an occupational safety engineer (illness, vacation, business trip, etc.), his duties are performed by a person appointed by order of the director of the enterprise. This person acquires the appropriate rights and is responsible for the high-quality and timely performance of the duties assigned to him.

II. Job responsibilities

Occupational Safety Engineer:

Monitors compliance at the enterprise and in its divisions with legislative and other regulatory legal acts on labor protection, and provides employees with established benefits and compensations for working conditions.

Studies working conditions at workplaces, prepares and makes proposals on the development and implementation of more advanced designs of protective equipment, safety and locking devices, and other means of protection against the effects of dangerous and harmful industrial factors.

Participates:

1. In carrying out inspections and surveys of the technical condition of buildings, structures, equipment, machinery and mechanisms, the effectiveness of ventilation systems, the condition of sanitary facilities, sanitary facilities, collective and individual protection of workers.

2. In determining their compliance with the requirements of regulatory legal acts on labor protection and in identifying violations that endanger the life and health of employees or may lead to accidents, take measures to stop the operation of machinery, equipment and work in workshops, sites, and workplaces.

Together with other divisions of the company, it carries out work on certification and certification of workplaces and production equipment for compliance with labor protection requirements.

Participates in the development of measures to prevent occupational diseases and accidents at work, to improve working conditions and bring them up to the requirements of regulatory legal acts on labor protection, and also provides organizational assistance in the implementation of the developed measures.

Monitors the timeliness of the necessary tests and technical inspections of the condition of equipment, machinery and mechanisms by the relevant services, compliance with schedules for measuring parameters of hazardous and harmful production factors, compliance with the requirements of state supervision and control bodies for compliance with applicable labor protection standards, rules and instructions, occupational safety standards during production, as well as in projects of new and reconstructed production facilities, participates in their acceptance into operation.

Participates in the consideration of issues of compensation by the employer for damage caused to employees by injury, occupational disease or other damage to health related to the performance of their work duties.

Provides methodological assistance to the company's divisions:

1. In compiling lists of professions and positions according to which employees must undergo mandatory medical examinations, as well as lists of professions and positions according to which, on the basis of current legislation, employees are provided with compensation and benefits for difficult, harmful or dangerous working conditions.

2. During the development and revision of labor protection instructions, standards of the enterprise of the occupational safety standards system

3. On the organization of instruction, training and testing of knowledge of workers on labor protection.

Conducts introductory safety briefings with all new hires, business travelers, students and students who have arrived for industrial training or internship.

Participates in the drafting of the Labor Protection section of the collective agreement, in the investigation of occupational injuries, occupational and occupational-related diseases, examines their causes, analyzes the effectiveness of measures taken to prevent them.

Monitors the organization of storage, delivery, washing, dry cleaning, drying, dedusting, degreasing and repair of special clothing, special shoes and other personal protective equipment, the condition of safety devices and protective devices, as well as the proper expenditure of funds allocated to the company's divisions for the implementation of occupational safety measures.

Prepares occupational health and safety reports in accordance with established forms and on time.

Performs certain official assignments of his immediate supervisor.

III. Rights

An occupational safety engineer has the right to:

To get acquainted with the draft decisions of the company's management concerning its activities.

On issues within his competence, submit for consideration by the management of the enterprise and the head of the labor protection department proposals to improve the company's activities and improve the forms and methods of work of employees; comments on the activities of employees of the enterprise; options for eliminating existing deficiencies in the company's activities.

To request personally or on behalf of the head of the labor protection department from the heads of departments and specialists the information and documents necessary for the performance of his official duties.

Involve specialists from all (individual) structural divisions in solving the tasks assigned to it (if this is provided for by the regulations on structural divisions, if not, then with the permission of the management).

Require the management of the company to assist in the performance of their official duties and rights.

IV. Responsibility

The occupational safety engineer is responsible:

For improper performance or non—performance of their official duties provided for in this job description - within the limits defined by the current labor legislation of the Russian Federation.

For offenses committed in the course of their activities — within the limits defined by the current administrative, criminal and civil legislation of the Russian Federation.

For causing material damage — within the limits defined by the current labor and civil legislation of the Russian Federation.
